Dr. Jim Sheehan began SchoolFinances.com in 1998 following his retirement as Assistant Superintendent in Rochester, MN. His earlier career experience as a computer programmer helped him develop the procedures to incorporate all the variables that determine the financial future of a school district.
During 1998 and 1999 Jim spent approximately 2400 hours developing the Financial Planning Model. In 1999 five (5) school districts began using the Financial Planning model. In 2000 Dr. Sheehan programmed a comprehensive Enrollment Projection System, a Revenue Planning Model, a Negotiations Costing Model and received the endorsement of the Minnesota School Boards Association. In 2001 Ann Thomas joined SchoolFinances.com, and in 2002 SchoolFinances.com became a business partner of MASA. Todd Netzke purchased SchoolFinances.com in January of 2014.
The two basic models for financial planning and enrollment projections have been enhanced annually to include legislative funding changes and to address user suggestions. The systems and services of SchoolFinances.com have grown to include: the Budget Development and Reporting Model for assisting in budget development, the Research Series which provides information to districts in the areas of student, staff and financial information; voter data to support districts in elections planning and special studies completed for districts on a variety of topics.
